Whereas, on March 10, 2020, the Governor of the State of Connecticut issued declarations of public health and civil preparedness emergencies, proclaiming a state of emergency throughout the State of Connecticut as a result of the coronavirus disease 2019 (COVID-19) outbreak in the United State and confirmed spread in Connecticut; and
Whereas, under Connecticut Statute 28-a, the Chief Executive Officer of a municipality has the power and duty to "take such actions as he deems necessary to mitigate the major disaster or emergency ... "; and
Whereas, on March 17, 2020, the Lebanon First Selectman and Chief Executive Officer declared a State of Emergency for the Town of Lebanon; and
Whereas, on April 10, 2020, the Governor extended the declaration of statewide public health and civil preparedness emergencies through May 20, 2020.
Now, therefore, be it
Resolved, that I, Kevin T. Cwikla, First Selectman and Chief Executive Officer of the Town of Lebanon, do hereby order and direct:
1. That the prohibition of using municipal buildings and facilities for non-governmental activities and events shall remain in effect until midnight May 20, 2020 unless modified by a future Executive Order.
2. That the suspension of all municipal boards and commissions shall continue unless conducted via phone-in capabilities. Such meetings conducted using phone-in capabilities will continue to be held under the quorum and FOI conditions presently in effect unless suspended by the Governor. Such prohibition shall remain in effect until midnight May 20, 2020 unless modified by a future Executive Order.
3. That the Lebanon Town Hall, Jonathan Trumbull Library, Lebanon Senior Center, Lebanon Community Center, and Lebanon Fire Safety Complex will continue to be closed to the general public as a precaution for the protection of the employees and First Responders. Town business will continue to be conducted by the town's employees; and the general public is instructed to communicate their needs by phone, mail or email for such assistance as may be available. Such prohibition shall remain in effect until midnight May 20, 2020 unless modified by a future Executive Order.
